US pulls all eight NATO refueling tankers

The intricate systems required to sustain modern air power are being replaced by silence.

The United States has told European allies it plans to cut fighter jets assigned to NATO in Europe by roughly a third, reduce maritime reconnaissance aircraft from 26 to 15, and withdraw all eight aerial-refuelling tankers available to the alliance (Boston Globe, Rzeczpospolita). The mismatch between European money and operational authority explains the stall. Brussels can finance hardware procurement through instruments like SAFE (the EU's new defence-spending fund) (European Commission, European Parliament). But the Commission does not assign radar planes to missions. Only national capitals and NATO command can do that, and no EU institution has authority to generate a warfighting backfill when an ally pulls assets out (EDA). Europe can raise spending and still fail to replace American surveillance, refuelling and command capacity.
The clock versus the plan
France uses the drawdown to press for strategic autonomy. French and international analysis identifies the most fragile European capabilities as precisely the ones hardest to build quickly: surveillance, aerial refuelling, command-and-control, air mobility and ground-based air defence (Ifri, Atlantic Council). But those capabilities take years to build, and the drawdown is happening now.
No institution has published the one document that would let citizens judge whether reassurance is credible: a capability-by-capability replacement calendar showing which US asset is leaving, which NATO plan depended on it, which European ally can backfill it, and when. CSIS warns that Europe needs an urgent air-defence programme because interceptor stocks remain insufficient (CSIS). EUISS argues Europe needs a concrete transition plan, not political adaptation to Washington (EUISS).
NATO maintains it has built its most comprehensive defence plans since the Cold War (NATO). That may be true at the classified level. The question is whether Europe's own support systems arrive before the American assumptions they were built on disappear. Recognizing the gap won't put eight new tankers on the tarmac by 2029.
