China’s hybrid pledge has no published limit

China has agreed to moderate hybrid-car exports to the EU, with Brussels saying shipments could fall by more than half against its forecast for the next four years. That forecast is unpublished, and neither side has set out a quota or enforcement rules. Imports could still rise from today’s levels while meeting the pledge.

US blacklists ICC, keeps payments open

The US has sanctioned the International Criminal Court as an institution, but a temporary licence lets its routine US-linked payments continue until 7 April 2027. Washington controls whether that window stays open. European governments support the court, yet no public plan identifies a bank or insurer willing to carry its payments if the licence expires.

Trump’s Russian diesel deal has no cargo

Europe’s diesel shortage will ease only if Russia puts additional fuel on the world market. Trump has promised more than 4.8 million tonnes, but Moscow has committed only to starting additional supplies in October, and its export ban remains in force. A separate US import law leaves unanswered how Russian diesel could enter an American port.

Euronext, Deutsche Börse face split oversight

EU finance ministers have agreed to put the largest cross-border market operators under one European supervisor. The proposed criteria are expected to bring Euronext under ESMA while leaving Deutsche Börse’s German trading venues with national regulators. The boundary has drawn objections over uneven treatment, and the final criteria still need to pass through legislation.

Iran threatens ships using Oman’s Hormuz route

Shipowners using Oman’s temporary corridor now face an Iranian threat of punishment anywhere in the Gulf. Tehran says it struck the Vietnamese-operated LPG carrier NV Sunshine for taking an unauthorised route, but no independent source has confirmed the attack. Oman’s corridor remains open; operators must decide whether to use it, seek an Iranian permit or stay away.

France’s budget returns after 31–3 defeat

The finance committee rejected the revenue half of France’s 2027 budget, but the full Assembly will start debate on 13 October from the government’s original text. That puts contested taxes and savings measures back in play. Prime Minister Sébastien Lecornu must find votes across a divided chamber before the revenue vote scheduled for 20 October.

Ukraine’s grid loses power delivery capacity

Russian strikes left Kyiv and seven regions with outages on 9 October, forcing emergency cuts to replace published schedules. The energy ministry says the grid can temporarily deliver less electricity, but has not quantified the loss. That gap matters before winter: Ukraine relies on European imports, and the power must still travel through its damaged network.

Vision trial: Six gain light sensitivity, four improve consistently

A gene therapy helped some people blinded by retinitis pigmentosa detect fainter light and perform simple visual tasks with camera goggles switched on. The results tell two different stories: six of ten met a threshold for meaningful improvement in light sensitivity, but only four of eight improved consistently across several object tests. The trial cannot establish whether participants can read or recognise faces.

Slovakia’s Washington fuel push yields no deal

Slovakia wants new gas supplies and time to keep buying Russian crude through 2027, but its Washington talks produced no published supply contract or US sanctions waiver. The Croatian oil route kept Slovnaft running during a months-long outage; a test due in early 2027 must still establish whether it can supply the refinery steadily at full scale.

France’s 2037 tank deadline outpaces MGCS

France needs a replacement for its Leclerc tanks around 2037, but a jointly built tank is now expected only in the late 2040s. French and German ministers say their programme continues after France’s top general said Germany had left it. They gave no commitment to a common vehicle, budget or delivery date, leaving Paris to plan a stopgap tank.
