EU’s reported 350,000 hybrid cap trails imports
A reported first-year ceiling of 350,000 cars would sit below the roughly 380,000 China-made hybrids shipped to the EU from January through July. The figure appears in a planning document, but neither Brussels nor Beijing has published it in an official statement. Importers still lack a start date, a list of covered vehicles and the legal rules that would enforce the limit.

Russian diesel gets a US waiver, not entry
A US Treasury licence now permits Russian diesel deals under specified sanctions until 7 April 2027, but a separate law still blocks imports into American ports. No buyer or shipment has been identified. Lithuania has condemned the deal while affirming trust in Washington; Europe’s import ban remains in force, and its shippers must still observe the $100-a-barrel price cap.

Poland’s Starlink fire suspects face handover
Two Turkish citizens are in German custody after Poland sought their arrest over a fire at a Starlink ground station. A German court must decide whether to hand them over before Polish prosecutors can bring charges. Polish officials suspect Russia ordered the attack, but the evidence released so far establishes neither that link nor any loss of internet service.

EU advisers leave Lebanon’s border gap
The EU has created a three-year mission to train Lebanon’s army and police, but it has yet to approve its launch or name the countries that will staff it. UN peacekeepers’ normal operations end on 31 December. The advisers will not patrol the Israel-Lebanon line or keep the military contact channel open; a UN successor or a separate coalition would need to take on that role.

DeepMind’s nine proofs face a novelty test
An AI agent produced Lean-verified proofs for nine Erdős problems and 44 number-sequence conjectures, according to a study published in Science on 8 October. The software checked each logical step. Mathematicians still had to judge whether the coded statements matched the intended questions—and whether the answers were new. One supposedly open 1970 problem proved close to a construction in its original paper.

Hungary’s consent advances two EU bids
Ukraine and Moldova formally open two more blocks of EU membership talks in Luxembourg on 13 October, covering the single market and economic competitiveness. Hungary gave its consent after Ukraine’s parliament passed a minority-language schooling law. Moldova had no part in that dispute, yet its timetable moved alongside Ukraine’s; why it waited has not been explained.

Britain’s Fairford accusation brings no joint response
Britain says Iran’s Revolutionary Guard almost certainly directed suspicious activity near a base hosting US bombers. Twenty-nine foreign ministers have acknowledged London’s attribution, but agreed to no collective action. Police found no explosives, none of the seven arrested men has been charged, and Britain has not published the intelligence behind its claim.

EU sanctions 1,569, spares Silmet supplier
EU asset freezes now cover 826 Russian military-industry firms and 743 executives. Estonia secured the removal of a Russian supplier from the draft list because its Silmet plant still needs the firm's materials. Brussels has backed a project to switch Silmet to other inputs, but no public deadline has been set for ending the dependency.

Hackers force French supermarket fridges to defrost
Fresh and frozen food was discarded after attackers manipulated refrigeration controls across hundreds of French supermarkets. Intermarché and Netto reported at least 300 stores hit, with an early group of stores experiencing around six hours of disrupted cooling. Investigators are working to establish how the attackers got in; no reliable national store count is available yet.

Iran names ADNOC tanker in unverified strike
Iran says it struck Al Maqam as the tanker left Hormuz on 12 October, but its video does not establish when or where it was filmed, or whether the ship was damaged. Other tanker attacks are confirmed, and two seafarers remain missing after a drone strike off Oman. The EU naval mission facing a German vote cannot escort ships through Hormuz under its current mandate.
