Romania activates US Merops drone defense

Romania's new drone defenses are operational, but the chain of command remains tethered.

The fact that compensation law trails the threat tells you how far most countries are from a complete sensor-to-shooter chain. Poland has broader ambitions, including Patriot batteries and a pitch to host US drone-maker Shield AI, but Patriot is built for aircraft and cruise missiles, not swarms of cheap drones (PAP).
Who gains, what's still missing
Washington gains influence by supplying systems to frontline allies that cannot wait for EU procurement. Romania gets a working layer and visible proof that its US partnership delivers tangible security. The EU gets a stronger case for scaling up its defence industry, but loses credibility each month its loans lag behind drones already arriving.
The deeper question is one no institution has answered. Before a commander can engage a drone, someone must decide: who authorises the shot, who bears liability if debris hits a village, whose rules apply when a drone crosses a border? Romania's own engagement failures showed that the legal chain matters as much as the sensor chain. Merops may sit in the field. Whether anyone can use it, quickly enough and lawfully enough, over the places where drones actually arrive, remains unproven.
