Kyiv cleared the EU’s technical screening, but Budapest withheld the unanimous political approval needed to open two major negotiating clusters. Hungary wants visible progress on minority rights before talks advance, leaving 26 other governments without a legal bypass and Ukraine’s alignment on trade, taxation, labour and customs rules on hold.

The European Commission has made the contested Fritz amendment part of its assessment of Romania’s final recovery-fund payment. Bucharest must explain whether removing officials for findings issued before the law took effect is predictable and proportionate; the widely cited €770 million figure covers the entire final grant instalment and is not tied to this clause alone.
