The Rosatom question Europe keeps avoiding

European governments are reading Grossi's warning through their own nuclear politics. For Ireland, a country without nuclear power but long exposed to the consequences of other states' nuclear choices, the lesson is familiar enough: the danger is rarely only inside the reactor building. It sits in the cables, roads, fuel supply and political control around it.

France, Europe's most nuclear-dependent country, is drawing that distinction carefully. Stéphane Audrand, a consultant, told Le Parisien that a plant in cold shutdown is not "a new Chernobyl" simply because it has lost grid power (Le Parisien). The French concern is more practical: war turns the supporting system into the hazard. Substations, roads, fuel deliveries and exhausted staff all become part of the safety case (Euronews). Poland is taking a different line. It frames the episode as Russian coercion while also protecting confidence in its own first nuclear build. Its nuclear regulator says loss of external power is a standard design scenario that diesel generators are meant to handle; Zaporizhzhia is dangerous because it is occupied and in a war zone, not because it is nuclear (BiznesAlert).

The immediate issue is brutally practical: whether Grossi can get enough of a ceasefire for repair crews to reach the damaged line before the diesel margin is gone. The larger issue is political. Zaporizhzhia is the clearest example Europe has of Russian control over nuclear infrastructure, yet the EU can still treat it as a safety emergency while declining to count Russia's nuclear leverage in its sanctions policy. That is the decision foreign ministers keep leaving for another day.
