Inside Europe’s largest nuclear plant, the lights, pumps and measuring systems are being kept alive by diesel. For eleven days, emergency generators have supplied every watt at Zaporizhzhia. The six reactors are shut down and are not producing electricity, but the nuclear material inside them has not become inert. IAEA inspectors checked fuel levels in most of the plant’s 20 emergency generators and saw diesel trucks arriving from two nearby locations on 27 and 28 August (NV, UNN).

But inspectors have not visited the main off-site fuel depot since March 2025. Security concerns and military activity blocked access, and a scheduled May delivery was postponed (IAEA update 313, Straits Times).

If the diesel ran out, the consequences would be serious, but they would not be instant. Finland’s nuclear regulator STUK told Yle that, because the plant has been shut down since 2022, a severe accident after a total loss of cooling would probably take weeks to develop and might not develop at all, because the reactor structures themselves absorb heat (Yle). Bellona, a Norwegian environmental foundation, estimated that even a complete cooling failure would leave water evaporating in the reactor buildings for two to three weeks before fuel could be exposed (Bellona).

There is another buffer. Operators raised water levels in the spent-fuel pools at all six units earlier in August, buying more time before boiling could begin (World Nuclear News, Nuclear News Network).

None of this makes the situation safe. It means the risk is better understood as the steady removal of safety layers, not as a clock counting down to a single moment.

Who can fix it?

Before Russia’s full-scale invasion, Zaporizhzhia drew power from ten external lines. The war reduced that to one. When the 330 kV Ferosplavna-1 line failed on 20 August, diesel became the plant’s only source of backup power, though the system was built for emergencies lasting hours rather than weeks (Zeit, DW). Grossi is now trying to broker a localised ceasefire so technicians can reach the damaged line (World Nuclear News).

The real problem is not engineering alone. It is authority. Ukraine remains the legal sovereign, and its nuclear regulator is the lawful safety authority. Russia controls the site physically: access, staffing and fuel logistics. The IAEA can inspect, warn and mediate, but it cannot enforce safety standards inside a country or order repairs (IAEA FAQ). The UN Security Council is the only body with coercive authority, and Russia’s veto blocks it.

The EU’s position is to support IAEA access and insist that all units remain in cold shutdown, the safer state in which reactor temperature and pressure are kept low. In practice, that leaves sanctions, diplomacy and contingency planning in case any radiological incident reaches EU territory (European Parliament question E-003880/2025, EEAS).

France treats Zaporizhzhia as a war-risk problem, rather than as an argument against its own reactors. NGOs are pushing for sanctions on Rosatom, the Russian state nuclear company, but Paris has not endorsed that move (Connaissance des Énergies). Hungary, meanwhile, is relaying IAEA data without linking the crisis to its own Paks II expansion, financed by Rosatom. That dependency limits Budapest’s political room on Russian nuclear questions (Portfolio).

The Russian-installed plant spokeswoman Yevgenia Yashina says staff are monitoring supply and rejects the idea of an inevitable countdown (TASS). That is a claim from the occupying administration. It may even be accurate today.

But Zaporizhzhia’s safety now rests on a diesel supply chain operating under occupation, close to active fighting, with inspection access that outside observers can verify only in part. The institution with physical control has no legitimate authority to run the plant. The institutions with legitimate authority cannot reach it.
