Denmark's grid freeze stalls data centers

The energy transition halts as Denmark's high-voltage grid reaches its physical limit.

The Bottleneck Is Not Generation
A grid connection is the physical and contractual right to plug into the electricity network and draw or inject a certain amount of power. Think of it as a reserved lane on a motorway. A country can generate plenty of electricity overall but still be "full" at the substation where a factory, heat-pump cluster or data centre wants to connect.
Until recently, most European countries handed out these connections first-come-first-served. Energinet is now replacing that with a pooled model: applications assessed in batches, screened for maturity, financing progress and "grid-friendliness" (Energinet via Ritzau). Whether Energinet can impose those criteria without prior regulatory approval is an open legal question. Who Gets the Wires First
The queue is where the politics bite. Household connections are not paused: homes installing heat pumps or EV chargers still get through, at least for now. In the Trekantområdet region, local operator TREFOR confirmed that ordinary consumers retain capacity, while larger business customers sit on a waiting list (TREFOR via Ritzau).
Data centres are the most visible losers. Former energy minister Lars Aagaard sketched a hierarchy: households, ordinary businesses and district-heating projects first; data centres and battery parks last, because they are "new activities that can more easily locate elsewhere" (Børsen). Rationing, Dimming, or Pricing
Denmark is not alone. Across Europe, governments are choosing between three responses to the same shortage.
Ireland shows the scale of the problem. Data centres already consumed roughly 21–22% of metered electricity demand in 2024, with scenarios pointing toward 30% by 2030 (ABC, CRU). That concentration is why Ireland started capping new data-centre connections years before Denmark hit its wall.
Germany chose dimming over blocking. Network operators can temporarily throttle controllable devices like heat pumps and EV wallboxes during grid stress, but they cannot refuse the connection itself (EnBW). Everyone gets on the motorway, but some lanes slow down at rush hour.
Finland took a different path: tariff reform. Fingrid, the national grid operator, is restructuring charges to penalise peak demand rather than banning any sector outright (Fingrid). Use the grid at the wrong time, and you pay more.
ENTSO-E, the body coordinating Europe's transmission operators, says data centres are becoming "systemically relevant electricity users" whose behaviour shapes grid operations (ENTSO-E). The EU's Grids Package encourages member states to move toward milestone-based queues and structured prioritisation, though the guidance remains non-binding (Eurelectric).
Every heat pump, EV charger, hydrogen electrolyser and AI server farm needs a place on the same grid. Building new transmission lines takes years. Governments must now decide who gets a guaranteed megawatt while the infrastructure catches up.
