First Russian strike injures civilians on NATO soil

Romania confirmed that a Russian Geran-2 drone carrying 30 kg of explosives hit a residential building in Galați on May 29, wounding a 14-year-old boy and his mother. It was the first confirmed Russian munition to injure civilians on NATO soil. Bucharest closed a consulate, expelled a diplomat, and drew condemnation across EU capitals. NATO did not invoke Article 4 (the treaty clause that lets any ally force a formal security discussion), call an emergency session, or issue a collective statement.

What Bucharest Did

President Nicușor Dan declared Consul General Andrei Kosilin persona non grata and shut Russia's consulate in Constanța, removing its diplomatic presence from Romania's Black Sea coast (Agerpres). Foreign Minister Oana Țoiu warned of further measures (El País). Dan told the BBC he had not ruled out expelling the Russian ambassador outright (Agerpres).

The presidency and defense ministry are telling different stories about the drone's path. Dan described it as "deflected by Ukrainian defensive fire," framing the incident as combat spillover rather than a deliberate attack. Defense Minister Radu Miruță refused to confirm that version, calling it "a feint in the public space." If Ukraine's air defense redirected the drone, Russia bears responsibility for launching it but not for targeting Romania. That distinction shapes whether Bucharest has grounds to escalate within NATO or must absorb this as proximity damage.

Europe Moved Without Being Told

EU governments summoned Russian ambassadors in the days surrounding the strike. EU High Representative Kaja Kallas (the bloc's top foreign policy official) called it "a blatant and serious violation of Romania's sovereignty" (Informat.ro). The EU condemned the incident and signaled further pressure on Moscow (EU News Italy).

This wasn't orchestrated from Brussels. An informal meeting of EU foreign ministers on May 28, the day before the strike, had already aligned capitals on stepping up pressure (EEAS). When the drone hit, governments moved in parallel. The capitals converged on their own.

Slovakia showed where solidarity stops. Foreign Minister Blanár condemned the strike but refused to summon Russia's ambassador (Novinite). Between Bucharest's consulate closure and Bratislava's deliberate restraint lies the actual bandwidth of European consensus on Galați.

A Threshold That Won't Stop Rising

Romania tracked the drone throughout its flight. F-16s were airborne with weapons-release authority. Three constraints made interception impossible in a four-minute window: Romanian law prohibits firing into Ukrainian airspace while Romania is technically at peace; the Merops counter-drone system cannot launch interceptors over a populated area without unacceptable collateral risk; and Gepard cannons require private landowner consent for peacetime positioning. These are systems designed before 2023, before large-scale drone warfare rewrote the threat model along NATO's eastern flank.

Galați was the fifth drone incident along NATO's eastern border in fifteen days, following airspace violations or strikes involving Finland, Estonia, Lithuania, and Latvia. Each more severe than the last. Romania alone has experienced at least fourteen prior incidents since 2022. Zero Article 4 invocations. Zero compensation frameworks for affected civilians.

National and EU responses are filling the space where an alliance response should be. Each incident absorbed without triggering NATO's collective machinery raises the threshold for the next one. The first civilian casualties on NATO soil did not change that pattern. The open question: what would?
