Hungary lets Ukraine prepare, keeps its veto

Ukraine and Moldova can now prepare positions for EU talks on the single market and economic competitiveness. Formal negotiations still need unanimous approval, and Hungary is withholding its consent until Ukraine’s parliament passes a bill on minority-language schools. A vote in Kyiv could put both candidates on track for a 13 October opening; a delay would hold up Moldova too.

IEA speeds diesel release, adds no barrels

Europe’s emergency diesel stocks are moving onto a faster timetable as tight supply keeps prices high. The IEA has brought forward barrels pledged in March, while France plans to sell 10 million barrels to distributors and projects a 12 to 18 cent cut per litre. That saving depends on delivery and retailers passing it on; the next Dutch batch will not load until November.

EU’s 1,646 Russia targets remain unnamed

EU ambassadors have agreed to sanction 1,646 Russia-linked people and companies, mostly in the weapons industry. Foreign ministers are expected to decide on 12 October, when the names would become public. The list’s force will depend on whether it reaches the traders, freight firms and payment intermediaries that help keep Russian missile production supplied.

Bulgaria seeks ship protection after drone strikes

Two merchant ships were struck off Bulgaria’s coast, leaving one sunk and its 12 crew missing. Sofia has called for talks with Romania and Türkiye on protecting shipping, but no joint plan has been agreed. Bulgaria also says it lacks the evidence to name the attacker, despite Kyiv’s accusation that Russia carried out the strikes.

Dutch asylum pause faces EU court test

The Netherlands must process asylum claims from people already covered by temporary protection, unless it can show that a sudden influx made timely decisions impossible. The ruling also sets a test for similar pauses in Germany, Belgium and Italy. Dutch officials have yet to publish how many claims are pending, leaving the scale of the work unclear.

Four patients locate objects after eye gene therapy

An injection, light-stimulating goggles and supervised practice helped four of eight tested patients detect and locate objects. All had advanced retinitis pigmentosa and had previously perceived little more than light. The early trial enrolled ten people, but had no comparison group, so it cannot establish how much of the improvement came from the treatment rather than practice.

Thorium nuclei steer clocks, crystals skew them

Teams in Vienna and Beijing have built clocks whose thorium nuclei continuously correct a laser’s frequency, a step beyond earlier experiments that could only detect the nuclear signal too slowly for live control. The prototypes offer a new way to test physics, but tiny shifts caused by their host crystals still prevent dependable timekeeping.

France pays more than Italy to borrow

French ten-year bond yields reached 4.90% on Wednesday, above Italy’s 4.64%, even though Italy carries more debt relative to its economy. Commission forecasts point to a sharper difference in future deficits: France’s is projected to reach 5.7% of GDP in 2027. The cost to taxpayers depends on whether high yields persist through France’s planned bond sales.

Denmark’s PET names no sabotage attack

Denmark’s security service says Russian operations against defence firms supplying Ukraine have increased since early summer. PET describes recruitment and surveillance but has identified no company, site or damaged shipment tied to an attack. That leaves a serious warning with a practical question unanswered: whether any operation moved beyond preparation or disrupted supplies to Ukraine.

Nine Hormuz ships damaged; twelve incidents unverified

The UN shipping agency recorded nine damaged ships near Hormuz in the week ending 4 October, its highest weekly count of the war. Maritime-security sources counted twelve incidents over a slightly longer period but released no case list. Crossings have fallen and insurance costs have risen; the article finds no measured loss of supply to Europe from last week’s damage.
