Europe guarantees a peace plan without terms
Zelensky says Ukraine, the US and European partners have aligned on a ceasefire, troop withdrawals and security guarantees, but no joint framework has been published. Europe is already promising legally binding protection without an agreed map, enforcement rules or troop commitments—and with Poland rejecting deployment, Italy skipping exercises and Russia yet to accept the formula.

Hungary says most commitments are finished, but the Commission has assessed nothing yet—and constitutional review could still dismantle parts of the reform package before Brussels decides whether any funds can flow.
