France’s pension payments may rise next year, yet buy less.

French retirees drawing more than about €1,260 a month would see their pensions rise by less than prices next year under the draft 2027 budget, saving the state up to roughly €4.1 billion (Reuters, Franceinfo). On Sunday, Laurent Wauquiez, who leads the centre-right Les Républicains (LR) deputies, said there was no need to "take from pensioners" and offered €20 billion of alternative spending cuts (BFMTV). Sparing pensioners does not shrink the bill. It hands it to someone else, and LR has not yet shown who.

Prime Minister Sébastien Lecornu's government presented two bills on 1 October, one for the state and one for social security, and neither is law yet (French government). The Finance Ministry counts €43 billion of new measures (Finance Ministry). Those are savings measured against a forecast of what 2027 would cost if nothing changed, so spending does not actually fall by that amount.

The government forecasts that the deficit (the yearly gap between spending and revenue) will narrow from 5.4% to 5.0% of GDP, the economy's total output (French government). France's independent fiscal watchdog called the 1% growth assumption behind that forecast optimistic (Euronews).

How pensioners would pay

Pensions supply the largest clearly costed saving in the draft, about €5.5 billion (Franceinfo). Most of it comes from letting pensions rise more slowly than prices. Nobody's payment would be cut, but the same monthly amount would buy a little less.

The size of that increase is not settled. Economy Minister Roland Lescure has said the pension measure can be negotiated in Parliament (TF1). The saving is therefore a target, not a locked sum.

The rest comes from a tax change. Retirees can currently deduct 10% of their pension before income tax is calculated, capped at €4,439 per household, and the draft would lower that cap to €3,000 (Franceinfo). Only households already hitting the cap would pay more, because more of their pension would count as taxable income.

The draft has already moved once. Education Minister Édouard Geffray dropped planned registration fees for some vocational and preparatory courses after talks with unions (Franceinfo).

What LR would cut instead

Wauquiez's €20 billion includes €3 billion from cutting 50,000 public-service posts and €7 billion from social benefits, among them a two-year limit on the RSA minimum income for people judged able to work (Capital). Fewer posts could mean fewer hires or thinner services rather than dismissals. A time limit on the RSA would fall on claimants who have not found work within two years.

All of these figures are LR's own estimates. Until the Finance Ministry or the fiscal watchdog puts a price on them, they describe intended savings, not delivered ones.

There is a second problem. Wauquiez also wants to scrap the draft's tax rises (La Tribune). Those rises account for much of the roughly €18 billion in new revenue the plan counts on (Euronews). Every euro of LR cuts spent replacing that revenue leaves the deficit where the government already projected it. Only what is left over could pay for pension relief.

Companies are fighting their own round over how much they pay, a dispute we examined on Saturday (To Brief).

Staying in office is not the same as passing a budget

Wauquiez said LR would not play "the little game of censure", meaning it will not try to bring the government down over the budget (BFMTV). That keeps Lecornu in office, but it does not give him votes for his bills.

The deficit target also has a reader in Brussels. France has been under formal EU scrutiny since July 2024, when the Council of the EU opened a procedure against countries running deficits above 3% of GDP (Council of the EU). Whatever Parliament gives back to pensioners has to be found elsewhere, or the 5% forecast slips.

Deputies begin debating the budget in the Assembly on 13 October (AEF). LR has named the people it would make pay instead of pensioners, but it has not shown that those cuts would cover pension relief once the dropped taxes are replaced. Parliament can still rewrite the draft. Each change it makes to protect pensioners will need a costed replacement from somewhere else in the budget.
