The grim arithmetic of Europe's June heatwave came in quickly. In eight days, more than a thousand people died across the continent, according to the World Health Organization. In Spain alone, the MoMo excess-mortality system counted 212 deaths in four days, 200 of them among people over 65 (EFE). Turin and Milan had blackouts. Warnings were issued everywhere.

The failure was not forecasting. Europe knew the heat was coming. The gap sits between the bodies that detect lethal weather and the authorities expected to keep people alive: different governments, different budgets, different rules.

The EU can warn, but power sits elsewhere

The European Climate Law requires member states to "make continuous progress on adaptation", but it does not set enforceable standards for cooling centres, classroom temperatures or care-home readiness (European Climate Law). The 2021 EU Adaptation Strategy treats heatwaves as a European problem, but it remains a Commission recommendation, not a binding rulebook for local services (EU Adaptation Strategy).

Brussels can provide money, satellite data and emergency coordination through the Union Civil Protection Mechanism, the EU system used to share firefighters and medical teams across borders. It cannot decide whether a nursery has air conditioning.

The European Environment Agency has already said the quiet part out loud. Its climate risk assessment warns that Europe "is not prepared for rapidly growing climate risks", with heat among the clearest threats to health in southern cities (EEA). This week's deaths showed what that means in practice: adaptation is moving more slowly than the temperature.

Four countries, the same weak link

The warning systems did their job. Protection began to fray once responsibility moved from alerts to action.

In Germany, only 7 of the 16 Länder, or federal states, have a statewide heat-action plan. The Federal Environment Ministry describes itself as an "impulse-giver", rather than the body operating protection on the ground (BMUKN). The Bundestag is still arguing over who should pay for mandatory municipal heat plans and hospital cooling (tagesschau). Intensive-care doctors have said states should fund heat protection in hospitals instead of treating it as optional comfort (BR). The argument is revealing: no authority clearly owns the full chain from warning to protection.

In Italy, the same gap appeared in two forms. Lombardy banned outdoor work during peak hours on high-risk days, stepping into a space unions said Rome had been too slow to fill (PuntoSicuro). In Turin, at least 16 blackouts were reported in four days as local electricity demand surged. Milan lost power in several districts (Renewable Matter, Il Fatto Quotidiano). National supply held. Local distribution grids did not.

Spain has Europe's most developed system for tracking deaths. MoMo estimated 212 heat-linked deaths between 21 and 24 June (EFE). Yet a national energy agency refused to subsidise cooling for four public schools in Pinto because the municipality could not prove its pupils met the administrative definition of a "vulnerable group" (The Objective). The town wanted cooling. The rules said the children did not qualify.

The Netherlands issued its first-ever code red for heat, the KNMI's highest weather alert (KNMI, GGD Leefomgeving). But there is no national rule on school closures during heat and no maximum classroom temperature. The primary-school board association warned that around eight in ten schools lack an adequate indoor climate (ANP/PO-Raad). The alert was new. The weakness in the buildings was not.

The missing count

No mandatory EU-wide scoreboard tracks cooling-centre coverage, school heat protocols, care-home readiness or heat-related grid failures. That matters because governments cannot be properly compared on adaptation when the basic data for comparison is missing.

Europe can forecast heat days in advance. It can count the dead afterwards. The unresolved question is what happens in the middle, when a care home in Mainz, a nursery in Bologna or a school in Pinto needs to be cool enough to keep people alive.
