The Baltic states sign a promise to share the physical weight of security.

Since desynchronisation, Baltic transmission operators have had to manage frequency stability, power balancing and grid restoration inside the European operating framework run by ENTSO-E, the body coordinating Europe's transmission system operators, rather than relying on the old Soviet-era synchronisation space (ENTSO-E).
That makes batteries and reserve generation part of the security architecture, not just the energy transition. Estonia's Tsirguliina battery project is meant to provide black-start capability, the ability to restart parts of the grid after a total shutdown. Lithuania, meanwhile, is moving to require grid operators to keep reserves of devices, equipment and materials so networks can be restored faster (ERR, LRT).
The hybrid-threat environment shortens every clock. Russian information campaigns aimed at the Baltic states have intensified, often wrapping disinformation around local complaints about infrastructure. Finland's security service Supo has described the pattern plainly: ambiguous incidents create fear, propaganda supplies the explanation, and the real target is public confidence in state institutions (Yle).
Poland's energy minister has warned of cyberattacks against transmission, distribution and control systems, with the potential for cascading effects (Rzeczpospolita). In that setting, the speed of replacing a damaged substation decides how long the outage lasts. It also decides how much room there is for a hostile narrative to take hold.
A political signal, not a legal instrument
The declaration matters politically, but it will not be binding law. Under EU treaty rules, regulations, directives and decisions create enforceable obligations; declarations and recommendations do not (TFEU Article 288).
The EU's Risk-Preparedness Regulation already requires electricity-crisis planning and regional cooperation. Turning that into shared warehouses, transport routes and agreed technical standards is the hard part, and no political statement can skip the work (Risk-Preparedness Regulation).
The declaration's value is in what it could unlock. Baltic and Polish officials have discussed a permanent co-financing mechanism for shared reserves, beyond the existing Connecting Europe Facility support for Baltic energy infrastructure (CINEA).
There is a model close at hand, though not yet one built for electricity hardware. The EU Civil Protection Mechanism and rescEU show how emergency capacity can be pooled across borders, but there is still no electricity-specific regional stockpile for this part of Europe (EU Civil Protection).
The grid's physical geography
Poland is not expected to sign the declaration, but it sits at the centre of the map. The LitPol Link and the planned Harmony Link submarine cable connect the Baltic grid to Continental Europe through Polish territory.
That makes the Suwalki corridor more than a familiar security phrase. It is the only land route between the Baltic states and the rest of NATO, and it turns those energy connectors into a bottleneck. Damage there would leave the Baltic grid most exposed at the moment it most needed European backup.
The exposure also reaches countries outside the agreement. When Estonia's EstLink 2 interconnector went down for repairs, Lithuanian electricity prices moved, showing that Finnish-Baltic infrastructure risk is shared even where national reserve policies differ (LRT).
Finland's grid operator Fingrid has ordered seven large transformers from Hitachi Energy to support billions of euro in planned grid reinforcement (Hitachi Energy). Finland is dealing with the hardware problem through procurement. The Baltic states are trying to deal with it through pooling.
Who gets the transformer first?
The draft declaration has not been published. There is no itemised equipment inventory in the public record. Ministers have not said how equipment would be rationed if two Baltic states were hit at the same time.
That matters because electricity emergencies are handled by transmission system operators under legally defined crisis procedures, not by goodwill between ministers. Financing, interoperability, warehouse locations and dispatch rules are all still unresolved.
The test after 26 June is therefore narrow and practical. The Baltic states will either build a mutual-aid stockpile that can be used under pressure, or they will have named a vulnerability they have not yet funded.
