The harder question is accountability. Citizens saw the closure and the ministerial statement. They did not see the radar tracks, the sensor data or the intelligence behind the decision. Finland's 2 July restriction was initially issued without any public explanation (UA.news).

Finland's caution is understandable. EASA's conflict-zone guidance already warns aircraft operators away from western Russian airspace because of the risks of misidentification and anti-aircraft fire (Safe Airspace). The background threat is real enough. The specific trigger for each civilian disruption, however, remains classified.

Across the Baltic, there is still no common standard for telling citizens why their ferry was stopped or their flight rerouted because of a war their country is not fighting.
