Finnish Defense Forces Close Helsinki Airport After Russian Jamming Diverts Ukrainian Drones

National warning systems fall silent in the gaps between aviation and architecture.

Finnish Hornets were sent into the sky over Uusimaa, emergency alerts reached 1.8 million phones, and people were told to stay indoors. Ukraine had warned, through classified NATO channels, that combat drones launched at Russian targets could be pushed into Finnish airspace by Russian electronic warfare. Three hours later, the airport reopened. Finnish defence forces found no confirmed breach of airspace.
The alarm was false. The weakness it exposed was real.
Four Countries, Four Improvisations
In the same week, Latvia issued regional mobile alerts after three Ukrainian drones entered its airspace on 7 May, with two crashing near Rēzekne. One hit empty oil tanks. Estonia sent alerts only to Võru and Ida-Viru counties, then withdrew them within hours. Poland scrambled jets and lifted ground-based air defences, but said nothing to the public.
Each capital could defend its decision. Taken together, they show the hole in the system. NATO has no common procedure for an allied drone that drifts into allied airspace. The alliance's targeting doctrine is built around a simpler world: an object is hostile or friendly. A Ukrainian drone knocked off course by Russian jamming is neither.
That matters because NATO's rules of engagement do not apply to national armed forces operating on their own territory. The alliance can coordinate, warn and advise. But the hard choice, in the moment, still falls to the state under the flight path.
The Warning System That Wasn't Ready
Finland's 112 Suomi app, used by about two million people, failed when it was needed most. The first danger alert arrived. The "all clear" did not reach many users for one to two hours, because the app needs an internet connection to update.
Cell broadcast is meant to solve that problem. It sends warnings directly through mobile masts, without relying on an app. Under the European Electronic Communications Code, the system was supposed to be operating across all member states by June 2022. Finland is six years late. Its system will not be ready until late 2027.
Germany, which introduced cell broadcast after the 2021 Ahrtal flood disaster, now reaches 97% of its population through at least one warning channel. Latvia did use cell broadcast on 7 May, but people in Rēzekne received warnings 70 minutes after the drone had already crashed. The EU can set deadlines. It cannot make a state ready on time.
Political Fallout Follows Geography
Latvia's Prime Minister Evika Siliņa resigned on 14 May after firing her defence minister without consulting his party, bringing down the governing coalition. The drone incidents triggered the confrontation, but the deeper problem was coalition discipline. The crisis simply forced it into view (la.lv, Le Monde).
In Estonia, Defence Minister Hanno Pevkur publicly called on Ukraine to install "kill switches," automatic self-destruct mechanisms that destroy drones if they leave their programmed route. Finland was more direct. Defence Minister Häkkänen told Kyiv that using Finnish airspace "is strictly forbidden. Absolutely forbidden".
Ukraine's Foreign Minister Sybiha blamed all deviations on deliberate Russian electronic warfare and offered to send security experts to Baltic capitals.
Racing to Close the Gap
The hardware response is moving quickly. Rheinmetall and Deutsche Telekom announced a joint civilian drone-shield project four days before the Helsinki alarm, using mobile masts as passive radar sensors. NATO has begun counter-drone tests in Romania under Operation Eastern Sentry. The Bucharest Nine, the group of nine eastern-flank NATO members, called for consolidated air defence at their May summit.
All of that is about seeing drones and stopping them. It does not answer the more awkward question: when an allied drone crosses your border, who decides what it is, and what follows from that decision?
NATO's European Drone Defence Initiative is aiming for full operationality in 2027-2028. Its focus is hostile drones. The problem that Finland, Latvia, Estonia and Poland have just faced is the third category: a friendly weapon made dangerous by Russian interference. The next test may not end in an empty field.
