Sprouts are a peculiar risk among salad ingredients. Seeds are germinated for days in warm, humid conditions, which is exactly the setting bacteria need. If a pathogen is sitting on, or inside, the seed, the sprouting process gives it an incubator. The finished product is then usually eaten raw (EFSA).
Europe learned that lesson the hard way. In 2011, an E. coli outbreak linked to sprouts in Germany caused nearly 4,000 infections and 53 deaths (NEJM, Zeit). The EU then tightened the rules. Fast Detection, Slow Prevention
After recalls and product destruction, case numbers fell. ECDC judged the ongoing risk for regular sprout consumers to be low to moderate (ECDC). Countries found matching cases, identified contaminated production water, and removed product from sale. The detection system worked.
What it has not yet produced is a final answer on where the contamination first happened. Was it on the seed farm in India? During storage or transport? At the sprouting facility? The investigation identified the likely vehicle and the supply-chain route, but not the original point of contamination (ECDC). Until that is settled, further infections from the same source cannot be fully ruled out.
The Single Market is built to let goods move easily. A seed grown on another continent can enter through one EU country, be sprouted in another, and end up in sandwiches and salad boxes across a dozen more. Since 2011, Europe has built a public-health system that can reconstruct those journeys. Preventing the next outbreak is harder, because the first mistake may happen long before any European regulator has the product in sight.
