The Baltic air mission NATO built after Estonia, Latvia and Lithuania joined the alliance in 2004 was, for years, a patrol with a political message attached. That is not routine interception. It is the chain needed to detect, judge and, if ordered, strike an incoming drone, missile or aircraft.

AIRCOM’s industry messaging points in the same direction. Its push for counter-drone tools and air defence that links sensors, weapons and command systems is an admission that the old escort model no longer fits the threat. Russian aircraft, drones and cruise missiles compress the time available to commanders. They also force governments to make decisions where a tactical move could carry strategic risk.

The bases still matter, but not in quite the old way. Lithuanian coverage continues to treat Šiauliai as the historic heart of the mission, with Ämari taking on a larger supporting role after 2014. The practical question now is not just which base hosts the patrol. It is whether those bases can plug quickly into a wider air-defence system when warning time is measured in minutes.

Latvia shows the boundary of that change. From 1 July, the 1st German-Netherlands Corps took tactical command for NATO land operations in Latvia and Estonia. That tightens land headquarters, logistics and warning chains. It does not mean German-Dutch officers are now in charge of Baltic airspace.

Germany answers part of the "who sees" question, but not the "who fires" question. NATO’s air-command centre at Uedem still coordinates the northern air picture and quick-reaction aircraft. Germany’s IRIS-T SLM entered Bundeswehr service in February 2026, showing that the relevant capability exists at home. It does not show a permanent Baltic battery with delegated authority to shoot.

The Missing Decision

This is where the public record stops. If a Russian drone crosses into Baltic airspace, does the affected state decide on its own? Does NATO air command release the shot? Has a battery commander already been given permission to act under defined conditions?

These are not lawyerly details. They decide whether the system can move at the speed of the threat. A radar track can travel faster than a call between capitals. A missile heading towards a city leaves less room for political management than an aircraft lingering near NATO airspace.

Pre-crisis discretion matters because Moscow can test the edge of the alliance below the threshold where allies want to invoke NATO’s collective-defence clause. If every response depends on improvisation, the new system may deter less than it appears to.

The Rear Keeps The Front Alive

Poland turns the Baltic shield into a supply problem. Fighters and batteries in the north depend on fuel, munitions, roads, rail and repair capacity farther back. That makes the Suwałki corridor and Polish air defence part of the Baltic system, not a neighbouring concern.

Warsaw’s East Shield is meant to slow an attack and buy time, but Politico’s reporting from the frontier shows uneven work on the ground. Poland’s procurement record is more concrete. Northrop Grumman says contracts signed in February 2025 expand Poland’s IBCS battle-management network across the Wisła and Narew air-defence programmes and additional Patriot batteries due in 2026-2029. If those rear nodes fail, the Baltic shield becomes a front-line defence dependent on exposed routes.

Sweden changes the map more neatly. Since 7 March 2024, Swedish territory and airspace have been inside NATO planning, Gotland has moved from being beside the alliance’s Baltic defence map to being inside it. Future GlobalEye surveillance aircraft could sharpen that picture, but Euronews reported that NATO’s plan for up to ten aircraft backed by eleven allies was still not a signed and fielded shield.

NATO has made Baltic deterrence more credible by tying fighters, sensors, ground weapons, command posts and rear routes into a single system. What it has not publicly answered is the release-authority question that would decide the opening minutes of a real incursion. That is the difference between displaying a stronger shield and proving who can use it.
