Nokia’s 5G Enters the Kill Chain

Civilian telecom infrastructure buries itself into the architecture of the modern kill chain.

NATO is already moving the idea from paper into the field. Spain is deploying the alliance's first tactical 5G network at Lešť in Slovakia under Pilot Project 5, linking drones, sensors, robots and counter-drone systems in an operational setting (Data Center Dynamics). The old distinction between civilian connectivity and defence infrastructure is becoming harder to sustain.
Where the Drones Already Cross Borders
Poland and Romania are not looking at this mainly as an industrial opportunity. For them, the issue is closer to national survival. Poland's defence minister has publicly linked possible MiG-29 transfers to Ukraine with access to Ukrainian drone expertise, turning hard-earned battlefield knowledge into diplomatic currency (Wiadomości WP). Poland's state defence group PGZ has also signed a cooperation deal with Ukraine's TAF Industries on drone and counter-drone production (PAP Mediaroom).
Romania shows the public cost when command links break down. According to its Ministry of Defence, there have been roughly 50 situations involving drones or fragments on Romanian territory since Russia's full-scale invasion began (Agerpres). After a Ukrainian naval drone detonated in the port of Constanța, Romania demanded preprogrammed self-destruction for drones entering its territorial waters (Ziare.com). Residents in Tulcea have received emergency alerts warning that debris could fall from the sky (Libertatea).
For frontline states, control of a drone's communications link is not a technical footnote in a procurement file. It is a public-safety issue.
Who Owns the Risk?
Europe has no single authority governing this transition. The EU's dual-use regulation, Regulation 2021/821, sets the rules for exports of goods that can serve both civilian and military purposes, but national governments issue the licences and enforce them (EUR-Lex). NATO can test battlefield networks and set interoperability standards, but it does not write export law. The EU is funding drones and dual-use technologies for Ukraine (Airforce Technology), while battlefield command remains national or Ukrainian. France's IFRI has warned that Europe still lacks the capacity to build and control enough of this technology itself (IFRI).
That leaves the hard question hanging. When a communications system with civilian origins becomes part of a military kill chain, or when a drone crosses into NATO territory because its command link has failed, who answers for it? The telecoms vendor? The military operator? The government that approved the export? Ukraine is forcing Europe to treat civilian connectivity as military architecture before Europe has decided how to govern it. The systems are moving into war. The rules are still catching up.
