The cloud has always sold itself as something without weight: files floating somewhere offstage, email and storage and AI arriving as if by weather. In the Dutch countryside, the meter tells a different story. One Microsoft facility at Middenmeer used about 1.17 TWh of electricity in 2025, roughly 1% of all power consumed in the Netherlands (Tweakers, CBS).

The figure came out because of new EU reporting rules. For most Europeans, it is the first clear reading of what the digital economy actually draws from the grid.

A power plant that never shuts down

A terawatt-hour is not a number that sits easily in the head. Put another way, Microsoft's Middenmeer site pulls about 134 megawatts continuously, through the night, across weekends, all year. That is the load profile of a medium-sized industrial plant that never clocks off. The same energy would cover about 390,000 Dutch homes, though households and data centres use electricity in very different ways (Tweakers).

That constancy is the awkward part for grid planners. A car factory rises and falls with shifts. Offices empty out. Homes spike in the evening. A data centre keeps drawing power at a high level, hour after hour (EIA). Networks are built around peaks, troughs and spare room. A large flat demand that never eases changes the calculation for everyone else seeking a connection.

The servers are only part of the bill. Cooling takes a large share of a data centre's electricity, and AI pushes the pressure further. Training a large model can demand heavy power for days or weeks; millions of users asking questions at once can then add spikes on top of the steady baseline (ReGlobal).

What Europe still can't see

The Dutch disclosure exists because the EU's recast Energy Efficiency Directive now requires data centres using more than 500 kilowatts for servers to report energy and resource use (EUR-Lex). The Commission's first collection covered 776 EU facilities and 16.7 TWh of electricity consumption (European Commission).

The missing pieces matter as much as the published ones. Of roughly 160 Dutch data centres, 104 submitted data and 27 left crucial fields blank. Google withheld site-level Dutch consumption entirely, citing business confidentiality (Data Center Dynamics). The gaps were concentrated among US operators. Industry lobbying also helped preserve confidentiality protections around environmental indicators in the EU framework (Data Center Dynamics). Microsoft's number is public because it is unusual, not because the system is fully transparent.

Ireland knows where this road leads. Data centres here consumed 7,663 GWh in 2025, equal to 23% of metered electricity, up from 5% in 2015 (CSO). At that level, a grid connection is no longer a technical matter between an operator and a utility. It is a choice about who gets scarce capacity: servers, homes, factories, public transport or electrified heat.

The Irish response has been to attach conditions. New large data centres must source at least 80% of their demand from new Irish renewable generation within six years, and provide backup power that can be switched on when needed, not merely weather-dependent supply (CRU). Applications in congested areas around Dublin can be rejected outright (Philip Lee). Grid access has become industrial policy.

Two ways to earn a place on the grid

Germany is taking the legal route. Its Energy Efficiency Act writes data centres directly into energy policy, with efficiency ceilings, waste-heat rules and renewable procurement requirements (EnEfG). New facilities face a PUE target of about 1.2, meaning that for every unit of electricity used by servers, roughly another fifth can go to cooling, power conversion and other overhead (Servola). A viable site now needs more than a power cable. It needs a nearby use for the heat.

Denmark is trying a more visible bargain. Meta's Odense centre supplies up to 100,000 MWh a year to district heating (ENGIE). Waste heat works only where there is demand nearby and pipes to move it, so it does not cancel out the grid burden. But it gives the public something tangible in return.

Europe already depends on data centres. The argument now is about the terms of that dependence. Microsoft's Dutch disclosure turned a vague concern into a number anyone can understand: one site, one percent. What remains hidden is whether the other 160 or so Dutch facilities carry similar weight, what their peak demand and grid contracts look like, and whether their clean-energy claims stand up. The meter is visible now. Europe still has to decide what data-centre power should cost, disclose and give back.
