Russia Tracks Arms Through Dutch Cameras

France attributed a years-long cyberespionage campaign to Russia's FSB, the main domestic security and intelligence agency that also runs foreign cyber operations, targeting defence and diplomatic networks. Europe does not have a separate military transport system. The EU's military mobility policy designates the Trans-European Transport Network, or TEN-T, as dual-use infrastructure: the same highways, railways and ports that carry commercial freight must also be able to move troops and equipment quickly (European Commission).

For Ireland, this is not an abstract Brussels security file. We are not a land bridge to Ukraine, and neutrality still shapes how defence debates are heard here. But Ireland is part of the same European logistics and cyber environment: ports, data centres, undersea connections, airports, private contractors, lightly protected devices. The lesson is less about joining someone else's military posture than about recognising that civilian infrastructure is already being read by adversaries as strategic terrain.
Who Owes the Answer
Four coordinated diplomatic protests show that European governments now treat civilian digital infrastructure as part of the wartime landscape. The EU's sanctions package targets Russian cyber operatives. That is the visible part of the response.
The harder question is domestic. Who audits the private devices along military corridors? Who tells a small logistics firm that its camera is no longer just a camera? Who pays for the upgrade, and who is liable when an unsecured device becomes a route map for Russian intelligence?
The Dutch case exposed the gap. It did not close it. European governments chose to run a multinational arms pipeline through civilian corridors. They still have to decide who secures the civilian layer that pipeline depends on.
