Romania investigates tanker fire in cheaper waters
An empty tanker caught fire off Sulina, inside Romanian waters that some shipowners use to avoid extra war-risk insurance. Drones entered Romanian airspace shortly before the fire, but officials have found no link to the ship. Technical checks in Constanța may establish whether YARA J was struck; any change to insurance costs rests with underwriters.

Europe’s diesel stocks face a long winter
Europe enters winter with little diesel in storage, and the IEA says depleted global stocks will not recover before the second half of 2027. Gulf crude exports have rebounded faster than shipments of finished fuel. Recent ship sinkings near Hormuz could raise delivery costs, though neither vessel carried diesel or has been shown to disrupt its supply.

Kyiv’s power plants hit as truce stalls
A Russian attack killed five people in Kyiv and left at least 600,000 without electricity as Moscow said the scope of Trump’s proposed energy ceasefire remained undefined. Kyiv wants any pause to protect its grid in exchange for halting refinery strikes inside Russia. European leaders back a reciprocal halt, but no agreed text or start time exists.

Russian diesel licence hits US import ban
Washington has authorised Russian diesel sales, including deliveries to the United States, but a 2022 law still bars US imports unless the president certifies conditions tied to Russia’s withdrawal and a ceasefire. No American buyer or US-bound cargo has been identified. Europe’s import ban remains, though its grip on shipments to third countries depends on the services those tankers use.

Ukraine’s drones hit a 161 km/h cap
Ukrainian drone crews lost satellite links mid-mission after an unexplained Starshield speed limit appeared overnight. Service partly recovered, but the cap remained. Missed ballistic-missile alerts have exposed a second dependence on US systems, leaving EU leaders meeting this week with no ready European replacement for either drone links or launch warnings.

ASML’s 2028 scanner supply falls short
Chipmakers expect to need more EUV and DUV immersion scanners in 2027 and 2028 than ASML currently plans to deliver. The Dutch company is studying another capacity increase but has given no revised machine count. That leaves factory planners facing a possible equipment delay, without evidence yet that the gap will reduce chip output.

Ireland’s €141 billion EU budget cut splits priorities
EU leaders open budget talks today with an Irish proposal that protects farm and regional funding while cutting deeper into security and research. Germany wants a smaller total but also wants security protected, leaving governments to decide which spending they would cut instead. The draft needs every capital’s approval and the European Parliament’s consent.

US weighs curbs on $3.13bn in Spanish exports
A dispute over Spain’s refusal to admit US-flagged ships linked to military cargo for Israel now threatens trade worth $3.13 billion a year. Washington’s maritime regulator has also proposed a $200,000 fee for Spanish-flagged ships entering US ports. Nothing is in force: the agency must consider public comments, and any trade response from Europe would have to come through the EU.

Montenegro closes three chapters, Croatia presses demands
Montenegro has provisionally closed 21 of its 33 opened EU negotiating chapters after three more were agreed on 12 October. Croatia consented to those closures but wants wartime claims, a disputed ship and other bilateral issues resolved before talks finish. Zagreb’s approval will be needed again, though the public record does not establish a current Croatian hold on any open chapter.

13 of 69 designed protein cutters work
Researchers built new protein shapes around the cutting chemistry used by natural enzymes, then tested 69 computer-selected candidates. Thirteen cut their intended targets in lab assays, and some designs also worked inside mammalian cells. The designs remain less active than natural proteases, and their potential to disable disease-related proteins has yet to be tested.
