Drought Strains Europe’s Lifelines

Europe’s rivers retreat beyond the systems that depend on them.

For Malta, which buys into the same European energy and food markets while having almost no natural water buffer of its own, this is what climate stress looks like when it moves through prices, imports and infrastructure. Rivers do quiet industrial work across Europe: they cool power stations, move cargo, irrigate fields and generate electricity. Drought makes those systems fail together.
Power stations without enough river
The first visible damage is in electricity. Romania's Cernavodă plant, normally responsible for about a fifth of national power, shut down completely on 13 August after both reactor units lost enough Danube water for cooling (Le Monde, Al Jazeera). Nuclear plants produce huge heat. Only part of it becomes electricity; the rest has to be carried away through condensers using river water. When the river is too shallow for the intake pumps, the plant stops.
Hungary's Paks plant, which supplies nearly half the country's electricity, is the same problem seen from another angle. Its output fell from around 965 MW to 240 MW in early August as the Danube reached historic lows. The government answered with river engineering: rock-loaded barges were sunk and a temporary sill was built on the riverbed to lift water levels by a few centimetres near the cooling intake (ABC News, Telex). In France, the rivers still have enough depth, but sending warmer cooling water back into them would breach temperature limits meant to protect aquatic life. By 12 August, 13 of 57 French reactors were affected, and environmental limits, worsened by jellyfish clogging cooling intakes at Gravelines, had taken a record 20.4% of French nuclear capacity offline (Boursorama/AFP, Euronews).
When a country loses cheap nuclear generation, it buys from neighbours through Europe's coupled electricity market. That market sends power across borders towards the highest accepted bids. Prices rise where traders have to bring in more expensive plants or imports. French day-ahead power rose 34% in one day to €126/MWh on 10 August, according to France Épargne. Bulgaria's Kozloduy plant, still operating on the Bulgarian stretch of the Danube, faced unprecedented export demand of 3,500–4,000 MW from Romanian and Hungarian traders (Mediapool). Bulgaria becomes the regional shock absorber. It is also a fragile one: if Kozloduy is curtailed too, the exports disappear.
Barges half-empty, fields going salt
On the Rhine, Germany's Federal Institute of Hydrology confirmed that water levels had reached or fallen below the lowest known readings across long stretches (BfG). One vessel built to carry 1,200 tonnes passed Kaub with just 180 tonnes on board (Argus Media). Chemicals producer Covestro said raw-material deliveries were already limiting production (Tagesschau). Road and rail can take some of the load, but not cleanly. A 25% fall in Rhine freight is about 3 million tonnes a month, equal to around 120,000 extra truckloads for a road network that cannot easily absorb them (WDR). The German government now treats low water as a recurring economic risk (Handelsblatt).
In Italy's Po basin, the pre-Alpine lakes that feed summer irrigation have almost emptied: Maggiore at 5.3%, Como at 5.9%, Iseo at 5% (Il Sole 24 Ore). Seawater has moved 20–25 km inland up the Po Delta, turning irrigation water unusable for rice farmers already rationing supplies (Pianura Reno). Italian hydropower fell 14.9% year on year in July (Affaritaliani), tightening the same electricity supply that drought is already squeezing elsewhere. The losers are not only farmers along the Po or factories along the Rhine. Importing economies feel the second round: dearer power, tighter supply chains and food prices that arrive at the supermarket without saying which river failed first.
Coping is not adapting
Every country found a workaround. Hungary built a sill. France remained a net power exporter. Romania covered the gap with imports. But each fix assumes someone else's spare capacity will still be there. Emergency river works can lift water at one intake; they cannot create flow. Thermal exemptions keep plants running by shifting stress onto ecosystems. Imports work while a neighbour has enough capacity to sell.
Europe has become good at borrowing slack during drought. The figures here show the boundary of that strategy. Adaptation has to come before the same heatwave makes every neighbour reach for the same reserve at the same time.
