Since interception cannot be relied on against this weapon, Europe's answer has shifted towards nuclear deterrence. France's "dissuasion avancée", or extended nuclear deterrence, announced in March 2026, formally covers eight countries including Germany, Poland, the UK, and Sweden. The Gdansk Accord signed with Poland in April 2026 gave it a sharper form: a nuclear strike on Warsaw could trigger French retaliation.
France's parliament approved €36 billion in additional military spending through 2030, but the money is going into conventional strike capacity and tactical defences, not a new shield against intermediate-range missiles. Ukrainian intelligence estimated 3-10 missiles in Russian hands as of April 2026, with production increasing.
With New START, the US-Russia nuclear arms treaty, expired and no successor in place, there is no mechanism to verify whether Oreshnik warheads are conventional or nuclear. France's nuclear umbrella is the declared answer. Its credibility rests on one question Paris cannot answer in advance: whether it would accept a strike on French soil to defend Warsaw.
