NATO Turns Baltic Mission to Air Defence

A mission designed for observation hardens into a permanent posture of air defence.

Allied fighter jets based in Lithuania and Estonia would scramble when Russian aircraft flew without transponders, identify them visually, and escort them away. What the Old Mission Could and Couldn't Do
The three Baltic states do not have fighter aircraft of their own. Their airspace depends on allies rotating aircraft and crews every four months. NATO describes that task as air policing: detect, intercept, identify by sight, and escort (NATO). That makes sense against a Russian military jet. It is a poor answer to a low-flying drone or an incoming cruise missile, where waiting for a pilot to look at the target can waste the few seconds that matter.
Air defence, under NATO's Integrated Air and Missile Defence system, is a different machine. It links command centres, sensors, fighters and ground-based interceptors so that drones, missiles and aircraft can be detected and destroyed (NATO IAMD). The difference is not bureaucratic. It is the difference between escorting an aircraft and authorising a shot before the threat reaches its target.
In May, a Romanian F-16 on Baltic rotation shot down a drone in Estonian airspace, the mission's first kill in more than two decades (Romania Insider, defence-industry.eu). Days later, the three Baltic presidents jointly demanded the upgrade to air defence. NATO did not clarify whether the shootdown followed a formal rule change or a one-off authorisation. The incident exposed the problem: a mission designed to shepherd jets away was being asked to fight drones.
Where the Order Would Come From
Former Estonian air force chief Jaak Tarien told ERR the practical gain is a clearer peacetime chain of command: who sees the threat, who classifies it, and who gives the order to fire (ERR). That chain runs through CAOC Uedem, NATO's northern air operations centre in Germany, which controls allied air activity from the Arctic to the Alps (CAOC Uedem).
Put simply: a radar operator in the Baltics spots an unidentified drone. The track is passed to Uedem. An officer there must know whether he already has the authority to order it destroyed. Under the old policing model, the answer was almost automatic: send jets up and look. Air defence requires the answer to come much faster.
NATO is already exercising parts of this system. In June, fighters, ground-based interceptors and NATO airborne radar operated together in drills across the Baltic and Black Sea regions (IRIA, defence-industry.eu). NATO's planned purchase of Saab GlobalEye early-warning aircraft is aimed at the low-flying threats that ground radar can miss (GP). The hardware and command architecture are coming together. The unresolved question is whether they will operate under standing authority or still depend on permission being improvised case by case.
What NATO Has Not Shown
None of the consulted sources confirmed the changes that would make the new label operationally meaningful: new peacetime rules of engagement, removal of the visual-identification requirement, permanent ground-based air defence in the Baltics, or pre-delegated authority allowing a CAOC officer to order a shootdown without first calling a national capital. Tarien noted that sensitive details will probably remain classified. That is understandable for engagement rules. It is harder to justify silence over whether interceptor batteries are actually stationed in the Baltics.
For Malta, this is not a distant northern problem. Small states inside NATO and the EU often depend on larger allies for capabilities they cannot build alone. The Baltics do not have their own fighters; Malta does not pretend it can defend the central Mediterranean by itself. In both cases, the real issue is whether alliance guarantees are backed by systems, munitions and command decisions that work at the speed of the threat.
Russian drone flights over allied territory have been probing this gap. An IISS report described them as reconnaissance by combat, testing how long NATO takes to move from detection to a decision to fire (Forsal). Poland's defence debate makes the same point from the hardware side: quicker decisions mean little without the batteries, sensors and munitions to act on them (Defence24).
NATO has made the political upgrade. The Romanian shootdown in May showed that the old model was already being stretched beyond its design. CAOC Uedem and the allied governments contributing aircraft and batteries now have to provide the operational proof: deployed systems where they can be seen, standing rules where they are needed, and doctrine that does not leave a pilot trying to solve a missile problem by eye.
