Beneath the weightless cloud, the Dutch grid works at a flat, constant scream.

A power plant that never shuts down
A terawatt-hour is not an intuitive number. Microsoft's Middenmeer site draws roughly 134 megawatts continuously, day and night, across the year. That is the profile of a medium-sized industrial plant that never switches off. The same amount of energy would cover about 390,000 Dutch homes, though households and data centres draw power in very different ways (Tweakers).
What makes data centres awkward for grid planners is the flatness of the demand. A factory has shifts. Offices empty at night. A data centre keeps running, every hour, every day (EIA). Grids are built around peaks and valleys. A large load that never drops leaves less space on the same network for homes, industry, charging points and new connections.
Cooling adds another layer. A substantial part of a data centre's electricity bill goes into keeping servers within operating temperature. AI makes the pressure heavier: training a large model can draw intense power for days or weeks, while millions of users asking questions at the same time create spikes on top of the constant baseline (ReGlobal).
For Malta, this is not a remote Dutch curiosity. We are building an economy around digital services, gaming, fintech and cloud-dependent public systems on an island grid with little spare room for error. A single hyperscale site on the Dutch system is one statistic. The same logic applied to a micro-state would quickly become domestic energy policy.
What Europe still can't see
The Dutch disclosure exists because the EU's recast Energy Efficiency Directive now requires data centres drawing more than 500 kilowatts for their servers to report energy and resource use (EUR-Lex). The European Commission's first collection covered 776 EU facilities and 16.7 TWh of total consumption (European Commission).
The gaps matter more than the headline. Of roughly 160 Dutch data centres, 104 submitted data and 27 left crucial fields blank. Google withheld site-level Dutch consumption entirely, citing business confidentiality (Data Center Dynamics). The missing data clustered among US operators. Industry lobbying helped preserve confidentiality protections around environmental indicators in the EU framework itself (Data Center Dynamics). Microsoft's number is visible because it is the exception, not because the transparency system is working.
Ireland shows the destination if governments treat data centres as just another business park tenant. Data centres there consumed 7,663 GWh in 2025, equal to 23% of metered electricity, up from 5% in 2015 (CSO). At that point, a grid operator considering a data centre request is not deciding whether a website loads faster. It is deciding whether scarce connection capacity goes to servers, housing, factories or transport electrification.
Ireland's response was to attach conditions. New large data centres must source at least 80% of demand from new Irish renewable generation within six years, and provide backup power that can be switched on when needed, not only weather-dependent supply (CRU). Applications in congested areas around Dublin are rejected outright (Philip Lee). Grid connection has become industrial policy.
Two ways to earn a place on the grid
Germany is writing data centres into energy law. Its Energy Efficiency Act imposes efficiency ceilings, waste-heat rules and renewable procurement requirements (EnEfG). New facilities face a PUE target of about 1.2. In plain terms, for every unit of electricity used by servers, roughly another fifth can go to cooling, power conversion and other overhead (Servola). Choosing a site now means finding someone nearby who can actually use the waste heat, not simply finding a power cable.
Denmark is testing another bargain. Meta's Odense centre supplies up to 100,000 MWh per year to district heating (ENGIE). Waste heat only works where there is demand close by and pipes to carry it, so it cannot cancel out the grid load. But it gives the public something measurable in return.
Europe already depends on data centres. The fight is over the terms of that dependence. Microsoft's Dutch disclosure turned a vague debate into arithmetic anyone can understand: one site, one percent. What remains hidden is whether the other 160-odd Dutch facilities carry comparable weight, what their peak demand and grid contracts look like, and whether their clean-energy claims survive scrutiny. The meter is now partly visible. Europe still has to decide what data-centre power should cost, disclose and give back.
