Rhine Freight Costs Triple at Kaub

The Rhine’s missing capacity cannot simply move onto Europe’s roads.

The problem is that, at these water levels, it has stopped doing the economic job Europe depends on it for. Freight costs have tripled on the corridor linking Rotterdam with the chemical plants, steel mills and fuel depots of western Germany, eastern France and Luxembourg.
For Malta, this may sound like a northern European logistics story. It is not. The Rhine is one of the routes through which fuel, chemicals, construction inputs and industrial products move before they become prices in factories, ports and eventually shops. When that route loses capacity, the cost does not stay in Germany.
The same ship sails, but it delivers far less
The gauge at Kaub, the best-known commercial bottleneck between the North Sea ports and Germany's industrial heartland, was reading around 23–24 cm in early August and fell to a record 19 cm on 5 August (Pegelonline). A gauge reading is not the depth of the whole river. It is the water level at a fixed reference point. But when water falls at a narrow point like Kaub, barges have to carry less cargo so they sit higher and avoid scraping the riverbed.
The loss is sharp. Koninklijke Binnenvaart Nederland, the Dutch inland-shipping association, says every 10 cm of lost depth can remove roughly 100 tonnes of cargo from some vessels (Trouw). At Rotterdam, barge loading fell from about 70% to 30–35% of capacity. The port recorded roughly 100 extra ship calls a week, yet total Rhine volume stayed more than 10% below normal (Transport Online, WNL). More vessels are moving, but each one is carrying much less. The cost per tonne rises accordingly.
Tanker freight on the Rotterdam–Karlsruhe route reportedly tripled, from about €45 per tonne in late June to around €150 (RFI, Le Marin).
The cargo loss shows up in other countries too
BASF CEO Markus Kamieth warned in late July that low water could force product shortages at the company's Ludwigshafen complex, which sits directly on the Rhine and depends on steady river supply. The company declared force majeure on several product lines, a legal notice telling customers it cannot meet contracts because conditions are outside its control (Breakbulk). German states including Baden-Württemberg and Bavaria lifted Sunday truck bans so road freight could cover some of the gaps (Onvista).
A blockage in capacity on the German Rhine reduces cargo well before it reaches neighbouring countries. In Luxembourg, barges arriving at the Moselle port of Mertert were loaded with just 450–500 tonnes on vessels built for 2,000, about 25% of capacity, because the Rhine had already forced cargo to be left behind upstream (RTL Infos, Luxtoday). In Alsace, French terminals face the same limit set by water levels at Kaub, hundreds of kilometres away. The main land alternative is also constrained: freight forwarder Kuehne+Nagel warned that rail between Troisdorf and Wiesbaden is shut for maintenance at the same time (Kuehne+Nagel).
Who pays when the river shrinks
Putting extra trucks on the road on Sundays or shifting freight to rail makes sense in a crisis. It protects the urgent flows: a fuel depot close to minimum stock, or a chemical plant near the point where it must stop a production line. But it does not replace the missing capacity. If one barge loses 1,000 tonnes of cargo, around 40 heavy trucks are needed to carry the equivalent. Across the corridor, that calculation quickly stops working. Road and rail can ration scarce capacity. They cannot become the Rhine.
The immediate losers are concentrated in heavy, low-margin sectors built around cheap river transport: chemicals, petroleum products, steel, ores, construction materials, fertilisers and grain (Destatis, Eurostat). Households feel it later, through higher producer costs and delayed deliveries.
This drought shows that the Rhine problem is capacity, not navigation. Europe can work around that for a few days. It cannot truck its way around it for a summer.
