The four diplomatic protests show that European governments now treat civilian digital infrastructure as part of the wartime environment. The EU's sanctions package targets Russian cyber operatives, but the harder question is domestic: who audits the private devices sitting along military corridors?
The Dutch case exposed the gap. It did not close it. That responsibility sits with governments that chose to run a multinational arms pipeline through civilian corridors without first deciding who secures the civilian layer underneath it.
