Hungary has strengthened its anti-corruption rules and joined the European Public Prosecutor’s Office, but the university trusts at the centre of the case have yet to be wound down. Governments must decide whether those changes are enough by 23 October.

Azerbaijan pardoned a jailed Frenchman the next day, but neither government has confirmed a link. France has offered no detailed public explanation for the exception, prompting Estonia to demand answers.
