Iran’s Hormuz offer requires US concessions
Iran says it can reopen the strait on the sixth day after Washington accepts its proposal, lifts its naval blockade of Iranian ports and eases oil sanctions. Trump has reportedly rejected the offer, but Tehran says it has no formal reply. EU’s €6.6bn Ukraine deal favors refunds
EU governments have agreed how to divide military aid held up for years by Hungary, with most of the money repaying countries for weapons already sent to Ukraine. Another €1 billion would fund new joint purchases and €900 million would support troop training. Ministers still need to approve the legal acts before payments can begin.

Macron has pledged French troops, radars and air defences to protect Saudi Arabia’s Red Sea oil terminal as missile threats persist. The pipeline feeding Yanbu is operating at a low rate after drone strikes, and European refiners still have no confirmation that Saudi cargoes are loading. ORLEN has secured replacement supplies, but those barrels cost more.

Other American troops remain in Poland, but commanders lack a date for the tanks and fighting vehicles they expected. A proposed permanent base awaits Washington’s approval and would add no combat power now.

Zelensky says Trump has agreed to let Ukraine produce Patriot missiles, but Washington has yet to confirm the decision or issue a licence. Even with approval, a Ukrainian production line would take years. For this winter, Kyiv needs existing interceptors, and Poland and Romania have not said how many they can spare.
